As the game stands, the Battle Axe Meka and reactive armors aren't particularly useful because one or two critical hits render a unit worthless. Maybe we can think of the reactive armor as adding to the overall thickness and protection value of the armor, and thereby reduces the chance of hits penetrating the armor and damaging the internal stuff of the vehicle by some percentage. Furthermore, the more damage the unit takes and the more the armor deteriorates, the more likely a unit is to take critical damage. That way, critical hits are still a significant part of the game, but also allows high armor/low shielded vehicles to be a valid tactic.
