this is a relatively simple update to end the statico of bandits

Bandits armor/shields is 80~120% that of library (after adding planet multipliers)
Bandit's CE (which gives exp) is 80~120% of original based on hp modifier
All weapons are given random modifiers (excluding AEMP and ACID). Mag is still powerful but should be available. Maybe reduce its chance.
Weapons' damage maybe given a 80~120% factor as well

Modifiers include (equal chance):
- VAMP (same as leach)
- MAG
- anti-armor
- anti-shields
- EMP
- PLASMA
etc... I am not gona put them all

Should we bother making this update or not?

This would make necro AIs even more special ^_^

Might as well; they already have at least 1 slot.

Slightly worried these would carry over if they were salvaged/necro'd though, is there code that will take take the modifiers away once destroyed/the cycle is over?

if necroed they would keep theirs during that cycles (like how necro AIs on boosted planets are boosted)
but no redropping them won't give them any boost they had (again like boosted bandits)

All for it, sounds great for me. Would also help newcomers get used to some effects if it appears on training planets.
